Seven emirates, twenty-three announced public infrastructure projects, each labelled by how real it is. Brokers sell announcements. This page separates what is operating today from what has a published date, what is under construction, and what has merely been announced — because only the first two belong in an investment case.
How to use the labels. Operating means you can use it now. Dated means an authority has published a specific date. Under construction means work is visibly underway but no date is published. Announced means exactly that — and announced infrastructure in this region has moved by years more than once. Do not pay today for something in the last category.
The deepest market in the country, and the only one where a foreign buyer has genuine resale liquidity at scale. Infrastructure here moves values on specific corridors rather than city-wide.
Opens 30 September 2026 at Jumeirah Golf Estates, as part of the official launch of the national passenger network. Abu Dhabi to Dubai runs 57 minutes. The RTA is adding feeder buses and taxis for last-mile access.
Watch: communities within feeder-bus range of Jumeirah Golf Estates.The introductory phase opened 30 June 2026, cutting Abu Dhabi to Fujairah to 1 hour 45 minutes. Fares from AED 55 Comfort and AED 120 Premium, thirteen trains at up to 400 passengers each.
Already operating — not a promise.The DWC rebuild is under construction as the eventual replacement for Dubai International. Dubai Airports has said the planned Etihad Rail network is expected to include a DWC stop, with luggage check-in from the station.
Watch: Dubai South, Jebel Ali and the southern corridor.A separate electrified line at up to 350 km/h, reducing the journey to about 30 minutes, with stations planned including one near Al Maktoum and one at Jaddaf near Dubai Creek. Tenders issued and designs approved; construction not yet started and no service date announced.
Treat as announced, not dated. Do not price it in.The Dubai Metro Blue Line is under construction, extending rail into eastern residential districts. Metro proximity is one of the few infrastructure factors with a measurable, repeatable effect on Dubai rents.
Watch: Mirdif, Al Warqa, International City, Dubai Silicon Oasis, Festival City.RTA marine transport across Dubai Creek, Dubai Water Canal, Marina and Palm routes. Amenity value rather than a price driver.
Supports waterfront rental positioning.Vertiport development has been announced with the RTA for routes linking the airport, Downtown, Marina and Palm Jumeirah. Timelines have moved more than once.
Marketing value today; not an investment thesis.An MGM-operated resort is in development on the Jumeirah coast. We report only what the operator and the relevant authorities have confirmed publicly; anything beyond that is not stated here.
A branded international resort operator arriving on the coast supports Jumeirah and Palm hospitality demand. Timing is the operator’s to announce.Institutional demand, longer holds, steadier tenancy. Less speculative churn than Dubai and correspondingly thinner resale liquidity.
Mohammed bin Zayed City station is operating from the 30 June 2026 introductory phase. Al Dhafra region stations follow on 30 December 2026.
Live infrastructure, not pipeline.Continued capacity expansion supporting Etihad network growth, with an Etihad Rail station planned at Zayed Airport on the high-speed line.
Watch: Yas, Saadiyat, Reem.The museum cluster continues to build out. Cultural anchors have supported Saadiyat pricing more consistently than most announced infrastructure anywhere in the UAE.
The clearest infrastructure-to-value link in the country.Planned stations at Reem Island, Yas Island and Saadiyat Island on the Abu Dhabi to Dubai high-speed line. Construction not started.
Announced only.Freehold available to all nationalities in designated zones, strong end-user rental demand, and a large commuter population working in Dubai.
Opens 30 March 2027, completing the initial national route. Located near Sharjah International Airport in the education district.
The single clearest dated catalyst in Sharjah.Opens 30 September 2026 alongside the Dubai station at the official network launch.
Inland Sharjah connectivity.Large mixed-use developments continuing to deliver. Sharjah stock is priced for end users rather than flippers, which makes the yield more durable and the exit slower.
Yield-led, not appreciation-led.The most concentrated single-catalyst market in the UAE right now, and the one where getting the timing wrong costs the most.
A major international resort development is under construction on Al Marjan Island. RAK pricing has responded to the scale of the hospitality and infrastructure investment around it.
The RAK thesis rests substantially on this asset delivering to programme.Substantial branded hotel and residential supply is being delivered around the resort.
Watch supply absorption, not just demand.Capacity and access improvements have been announced to support visitor growth.
Access is the constraint on the RAK thesis.The lowest entry tickets in the UAE. Yield-led, with a thin and slow resale market.
Continued waterfront upgrading and mixed-use delivery.
Enters at yield; exits slowly.Ajman functions substantially as affordable housing for the northern Dubai commute. Road capacity, not glamour, is what sets values here.

Operating from 30 June 2026. Fujairah is now 1 hour 45 minutes from Abu Dhabi by train, which is a genuine change for a market that was effectively remote.
The most materially improved connectivity of any emirate.One of the world’s largest bunkering ports, anchoring industrial and staff-accommodation demand.
Industrial, not lifestyle.The country’s quietest coastline, now the subject of a government-partnered waterfront masterplan. Early-cycle, genuinely early.
A multi-district waterfront masterplan spanning roughly 25 million square feet, delivered in partnership between the emirate and a Tier 1 developer, across three districts: a residential and leisure beachfront, a free-zone business and innovation centre, and a mixed-use hospitality quarter. Smart-city infrastructure — solar generation, water recycling, managed waste — is specified into the plan rather than retrofitted.
This is the single reason to look at UAQ. A masterplan of this scale, with the emirate itself as partner, is what turns a quiet coast into an address. Entry pricing here is still set by the market that existed before it was announced.The Gulf’s oldest pearling settlement is being regenerated as a sustainable waterfront community, with the archaeology preserved rather than cleared — the same heritage-led logic that made Al Seef and Al Shindagha work in Dubai.
Heritage-anchored waterfront is the scarcest product type in the UAE. You cannot manufacture a 500-year-old island.The emirate’s published long-term strategy targets a substantial expansion of GDP through real estate, tourism and economic diversification, with UAQ Free Zone as the commercial engine and Smart UAQ digitising municipal and property services.
Population and business formation are what convert a masterplan into rental demand. Watch free-zone licence growth as the leading indicator.UAQ Municipality does not publish an annual transaction series comparable to DLD, ADREC or SRERD. Resale liquidity is therefore thinner and slower to price than in Dubai or Abu Dhabi.
This is a hold, not a flip — buy it for the five-to-ten year masterplan delivery, not for a quick exit. On that horizon the risk-reward is among the most interesting in the country, and we will do the municipality-level diligence with you deal by deal.Sources and currency.
